My girls neck is slightly under 13 and she's 18 months, but she is very small and about the size of a 6 month old.

It’s a good idea to get your puppy used to wearing a collar from day one. The correct width of the collar to use on your dog should be as wide as at least of two of the dog vertebrae in his neck. I suggest a 1/2 inch wide soft nylon collar long enough to allow 2 fingers to slip snug inbetween… then add at least 6 to adjust as your dog is going to grow at an incredible rate… when dogo outgrows this one, switch to a 1 waterproof collar….
Ideally, the sooner your puppy starts wearing a collar, the quicker s/he will get used to it. I don't remember the measurements but medium should last awhile. From the top of the dog’s throat, over the ears to top of head (this is the size of the actual head).
